IASA is the state’s premier advocacy and professional development organization for public school super intendents and school administrators. The association is led by Dr. Brent Clark and a Board of Directors composed of IASA’s 21 regions and one at-large member. Our staff includes trained professionals and former superintendents who specialize in practical support and personalized professional development. The association also serves as a united voice for school administrators in the Illinois General Assembly and has a full-time attorney on staff that provides legal services to superintendents for employment-related matters as part of membership dues.

Message From The President

The opportunity to connect and collaborate with superintendents across the state has been one of the great joys of serving as President of the IASA Board of Directors. In each meeting, we discuss unique challenges and share perspectives about how legislation or other

Never forget or take for granted the tremendous opportunity you have as superintendent. The future of education is yours to mold and shape—all in the vision of what your students and community needs. To help you achieve your goals, you have an incredible partner in the IASA. One of the great benefits of serving on the IASA Board of Directors is connecting with my counterparts from across the country. I can say with confidence that Illinois has the best administrator association in the country. Other states may offer some of the services we enjoy as members, but no one else offers the complete package of legal support, mentoring, networking opportunities, on demand professional development, legislative advocacy, communications support and resources. To carry out these services, IASA has a talented and passionate staff. If you ever need assistance, someone from IASA is always available to assist you. To close, it’s been an honor to serve as IASA President. The opportunity to connect and collaborate with superintendents across the state has helped me grow as a leader and strengthen educational programs for students within my district. For helping me improve the lives of students, I’m incredibly grateful. At the end of the day, that’s my purpose.

While the circumstances vary from region to region, there is never any debate or misconception about what the North Star of the Board should be when it comes to determining opposition, support or strategy. Every decision comes back to—what’s best for students. Staying grounded and focused on continuously supporting my students, teachers and community has always been my purpose in education. I know it may sound cliché, but superintendents can’t lose sight of their purpose. This job can wear you down and spit you out. Issues like the teacher shortage, unfunded mandates, personnel matters, union issues and board relations can cause superintendents to become jaded or pessimistic about public education. I steadfastly believe that serving as a public school superintendent remains the best job on the planet. My family jokes I like it so much that I elected to serve as dual superintendent of two districts, Scott-Morgan CUSD #2 and Winchester CUSD #1. Ultimately, each of you applied for this job because you wanted to, not only shape the lives of students, but also shape the lives of your teachers, staff and your community.

Message From The Executive Director

Legislative Advocacy IASA, along with school management partners, was successful in beating back potentially massive unfunded mandates on school districts. Evidence-Based Funding also received another $300 million boost and a $45 million appropriation was made to help under-staffed schools address the teacher shortage. Template Letters and Guide to IASA Services We continued to bolster communications support to the field by adding template letters to the IASA website. These letters help superintendents quickly turnaround crisis communications. IASA also published a new Guide to IASA Services that offers Active Members a comprehensive overview of the services and supports IASA offers. School Safety Webinars In August, IASA hosted a school safety webinar featuring CrisisGo and a national school safety expert. We built upon that effort with a Virtual Day of Learning devoted to school safety in April. Increase in IPAC Contributions To better communicate with members about the critical role IPAC plays at the statehouse, we rethought our marketing efforts of IPAC. The effort, which included a new flyer, a new video and a push by the Board of Directors and Region Presidents at Region Meetings, resulted in a significant To close, IASA membership continues to grow. IASA’s mission statement is to support school leaders in the pursuit of educational excellence through continued school improvement. As an association, we strive to accomplish that mission by offering administrators extensive professional development, networking opportunities, legal services, communications support, legislative

advocacy and publications/resources to help them grow in their leadership role. As we close the book on FY 2023, I am proud of how our team has expanded and strengthened the services we provide in each of those areas. Here’s a closer look at the highlights of FY 2023: New Cohorts and Academies IASA launched two cohorts—Level Up Leadership and Elevate IASA Superwomen—and opened registration for a third cohort, Reimagining Rural Leadership. Level Up expands IASA’s reach into central office staff and Elevate has provided female superintendents a dedicated cohort. Meanwhile, registration for Reimagining Rural Leadership launched in April. This cohort was designed to help rural educators advance 21st Century learning practices. We’re also proud to have added three additional administrator academies to the fold: The Unfinished Leader, Safety Site Assessment—Basic CPTED Principles and the Power of Positive Teams. Two additional academies will be rolled out in FY 2024 related to school code compliance and school board relations. A new Bonds 101 workshop was also added to the slate in FY 2023. 21 Legal Workshops In addition to ongoing support with employment-related matters, IASA continues to host free legal workshops featuring experienced school attorneys. Last fall, IASA hosted 13 legal workshops and then added six more legal workshops in February. Two additional workshops were added in May, including one on Faith’s Law that had more than 300 registrants. New Resource: Task Planner To help superintendents keep up with important dates and manage responsibilities, IASA developed a monthly Task Planner. This document has been a useful resource for new and veteran superintendents.

Membership Benefits By the Numbers

IASA Active membership continues to grow. Over the past two years, the association has added more than 75 active members. IASA currently serves 97 percent of superintendents in Illinois and has seen an influx of assistant superintendents and central office staff wanting to become Active IASA members. Total membership numbers have remained steady. IASA currently serves over 1,700 total members, including over 400 retired members, school service members and full-time professors. The IASA welcomed 87 new superintendents for the 2022–23 school year. While seven of these individuals transferred from another state, 80 rose through the ranks of the Illinois public school system. In FY 23, there were 66 superintendent retirements and 28 transfers. Overview of Services IASA is the state’s premier advocacy organization for school administrators. Our mission statement is to support school leaders in the pursuit of educational excellence through continued school improvement. IASA specific membership benefits include legal support, networking opportunities, mentoring services, professional development, communications assistance, legislative advocacy and resources. However, we also are proud to offer personal services for each member. These services, though well known by the members, are not reported in any specific detail in order to protect the confidentiality of those members who access these services. For example, the executive director and administrative team are just a phone call away to assist members who need guidance in matters ranging from issues of school administration and communications issues to matters concerning individual employment contracts. Professional Development IIASA is deeply committed to strengthening the work of superintendents and preparing future leaders. Under the direction of Associate Director of Professional Development Dr. Courtney Orzel, we offer personalized and on-demand professional development to individual school districts or IASA regions. Contact Dr. Orzel to see how IASA can meet your professional development needs.

In addition, IASA offers a full slate of administrator academies and workshops. Each session is led by an experienced and knowledgeable practitioner. We also offer evaluator academies to fulfill state requirements and academies focused on strengthening leadership skills. Other academy topics include collective bargaining, health life safety compliance and school safety. During FY 2023, IASA produced 164 academies, workshops, conferences, webinars and other presentations, serving 7,151 attendees. Field Services Directors IASA Field Services Directors Ralph Grimm, Dr. Gary Kelly, Diane Robertson, Victoria Tabbert, Dr. Gary Zabilka and Dr. Vic Zimmerman provide a wide array of services, ranging from mentoring new superintendents to providing group and one-on-one assistance to superintendents. The IASA Field Services Directors also assist superintendents with resources, training and relevant member services. IASA Mentoring Program During 2022-23 school year, IASA provided mentors to 83 new superintendents and more than 105 second- and third year superintendents. We are pleased to provide first-year superintendents with this service at no cost. New Superintendents Conference The IASA New Superintendents’ Conference was attended by 67 superintendents in July of 2022. The event is complimentary and is a perfect opportunity to connect with other first-year superintendents, gather vital information and build a support network for your first year on the job. Professional Development Cohorts IASA’s cohort model offers the best opportunity to network, build close relationships with peers, hear from high level education speakers and grow both personally and professionally. In FY 2023, we continued the IASA School for

Advanced Leadership (ISAL), launched two new cohorts— Level Up Leadership and Elevate Women in Leadership—and opened registration for a third new cohort, Reimagining Rural Leadership. • ISAL: Originally launched in 2010, IASA’s School for Ad vanced Leadership is unlike any professional develop ment experience available to superintendents in Illinois because it integrates personal and professional growth plans with the cultivation of lifelong relationships. At this point in time, six ISAL classes and a total of 150 ISAL fellows have successfully completed the two-year cohorts. The seventh cohort kicked off its first session in January 2023 with 26 members. • Level Up Leadership: In September 2022, IASA launched the first of its kind statewide cohort for assis tant superintendents and central office administrators. The first class includes 41 educators. Participants meet quarterly in Springfield at the IASA headquarters. The cohort will continue through May 2024. • Elevate: This premier professional development opportunity was designed by female superintendents for female superintendents. The new cohort—the first of its kind in Illinois—launched in February 2023. Eight sessions will be held throughout the cohort, which wraps up in August 2024. The first class of Elevate featured 21 female superintendents. • Reimagining Rural Leadership: IASA opened registration for this new cohort for rural educators in April 2023. The cohort will launch with a site visit to a school in September 2023, followed by six virtual sessions and final site visit to a school in May 2024. Aspiring Superintendent Academy The IASA Aspiring Superintendent Academy (ASA) is a week long academy designed for administrators seeking to become a superintendent. The learning academy hones participants’ leadership knowledge and skills and gives them a view of the modern superintendency. Since it launched in July 2016, 240 educators have attended this week-long boot camp. Roughly

1/3 of participants have been hired as superintendent within five years of attending this academy. The next Aspiring Superintendent Academy will be held June 26–30, 2023 and more than 40 educators have been accepted. Legal Support and Services The IASA Legal Support Program works in concert with and independently from the AASA legal assistance program. At no additional cost, IASA member superintendents can contact IASA’s in-house general counsel, Chad Watkins, for legal consultation regarding contracts and assistance in job-related legal actions or proceedings. There are also instances where IASA members can obtain private counsel through a formula-driven financial reimbursement of private attorney fees. To help members navigate complex legal issues, IASA hosts virtual legal workshop led by experienced school attorneys. In FY 2023, IASA hosted 21 legal workshops. Legislative Advocacy As a statewide association, IASA is a united voice for superintendents in the Illinois General Assembly. We work tirelessly to advocate for legislation that will improve education in our state and benefit our members. IASA employs a Chief of Staff, Emily Warnecke, and a full-time Director of Governmental Relations, Madeline McCune. Whenever issues of interest or importance happen at the State Capitol, the IASA will provide members with an analysis regarding what legislative proposals mean, potential impacts and what counter-proposals might emerge. The Capitol Watch reports are timely, delivered electronically and only available to IASA members. In addition, IASA unveiled an online Bill Tracker/Analysis tool in 2022 that is exclusive to IASA membership. Communications Members have direct access to Jason Nevel, Director of Social Media and Publications, for consultation and assistance in developing talking points, media statements

• IASA Membership Directory: The IASA Mem bership Directory includes contact information for school administrators across the state as well as a list of School Service Members, retired members and professors. Return of Dues Program IASA continues to provide the Return of Dues Program to its members. This program is a self-funded insurance program that reimburses the estate of a deceased member, the regular and/ or retired dues paid to the Association for the most recent 10 consecutive years. The Return of Dues Program lapses in the 11th year of retirement. Both programs (legal support and return of dues) operate within the financial parameters set many years ago, that of being funded from interest earned by the fund accounts. Networking Opportunities The superintendency does not have to be a lonely job. IASA region meetings offer regular opportunities to communicate with peers about timely issues common to educational leaders. Also throughout the year, IASA hosts various networking opportunities for female school administrators to support, share success stories and celebrate Women in Leadership. Lastly, IASA sometimes hosts virtual Supt2Supt sessions that provide members an opportunity to connect online with their peers from across the state and discuss The IASA Annual Conference offers members the opportunity to hear from nationally known speakers as well as participate in breakout sessions and other professional development opportunities. The 2023 Annual Conference is scheduled for September 27–29, 2023. This year’s conference will be held at The President Abraham Lincoln Springfield—a Double Tree by Hilton hotel and the BOS Center. In May 2022, the Illinois Association of School Administrators (IASA), the Illinois Association of School Business Officials (IASBO) and the Illinois Association of School Boards (IASB) announced a merger to create the Illinois Energy Consortium powered by Future Green—Illinois’ largest energy management group. The initiative is helping member school districts reduce their energy spending, protect them from market volatility and invest in renewable energy. The Illinois Energy Consortium powered by Future Green is actively managed by Econergy LLC, based in Chicago. Econergy has helped more than 2,500 schools and businesses across the country unlock access to renewable energy savings by building energy coalitions. ISDLAF+ The Illinois School District Liquid Asset Fund Plus (“The Fund”) offers a variety of opportunities to school districts for the investment and management of funds, which includes school districts and community colleges in Illinois. Since its inception, ISDLAF+ is the only investment program sponsored by three separate benchmark associations: IASA, Illinois ASBO, and IASB. Each recognizes the fund as being powerfully and uniquely suited to the needs of Illinois school districts—providing the ideal mix of safety, liquidity, and yield. P-Card The P-Card (Procurement Card) Program continues to grow each year. A popular benefit of the IASA, IASB, Illinois ASBO, and IPA sponsored program is the rebate that is given to each participating school district. Senate Bill 7 Performance Ranking Tool IASA’s Senate Bill 7 Performance Rankings Tool gives schools a method of managing district positions aligned to local qualifications, teacher’s credentials and performance ratings. Governing Board And Committees

IASA accomplishments are always tied to the commitment of the IASA Governing Board members working as both individuals and leaders of the various IASA Committees. The Governing Board is the primary decision-making body of IASA, consisting of members of the 21 regions and one at-large representative. IASA has three Super Regions: Northcentral, Northeastern, and Southern. Each consists of seven IASA Regions from which the IASA Governing Board rotationally elects the IASA President. A map indicating the boundaries of the 21 IASA Regions and three Super Regions is included on page 26 of this report. Dr. Kevin Blankenship of Scott-Morgan CUSD #2 and Winchester CUSD #1 [Southern Super Region] served as President for the 2022–23 year, with Dr. Roger Alvey of Illini Bluffs CUSD #327 [Northcentral Super Region] becoming President on July 1, 2023. Dr. Anthony Scarsella of Palos CCSD #118 [Northeastern Super Region] was voted President-Elect and will become President on July 1, 2024. In the event that a Super Region has no candidate for the position of president-elect in any given year, the rotation would then pass to the next Super Region in the rotation. The Super Region that declined to put forth a candidate would be eligible for the election of a president-elect during its next turn in the rotation. For the purpose of running for and holding presidential offices of the IASA, a member’s Super Region will be determined at the time of the election. Should a member move from the Super Region during the time of serving as the IASA President-Elect, President, or Immediate Past-President, it will have no impact on office eligibility. The Governmental Relations and Advocacy Committee (GRAC) continues to function as the legislative workhorse of the Association. Before being brought before the Governing Board for adoption, the GRAC reviews and develops the resolutions and position statements. A current list of the IASA Resolutions and Position Statements are posted on the IASA website. On the federal legislative front, IASA coordinates with the AASA Legislative Corps. The IASA-ISBE Advisory Committee meets regularly with the State Superintendent of Education and members of the ISBE staff to discuss and review matters of educational policy and programs.

The Professional Development Committee is a hands on, working committee that works in conjunction with IASA’s Associate Director of Professional Development to design and develop IASA programs and activities. IASA offers personalized and on-demand professional development for superintendents, administrators, principals and teachers. In 2007, the Professional Development Committee made a recommendation to the Board of Directors to establish the “Dr. Walter H. Warfield and Dr. Jacob S. Broncato AAC Scholarship” and allow each region to award one scholarship annually. The recipients of this scholarship can attend one IASA Administrators’ Academy Credit course at no cost, which will help to ensure that they meet the requirements for certificate renewal. In addition to offering courses throughout the school year, the IASA School of Professional Development also offers courses as early bird sessions at the IASA Annual Conference and a special session at the Joint Annual Conference. Established activities for new superintendents continue to be well-attended. IASA continues to work regularly with the IASB, Illinois ASBO and IPA to meet the professional development needs of its respective members. A guiding principle for the work done here is not to duplicate programs that would compete for the limited time and money administrators have to spend on professional development. The Membership and Communications Committee’s focus is on communications and public relations and the recruitment and retention of members in all of the IASA membership categories. Special emphasis remains on all active, school service and new superintendents. As the IASA communications outreach program continues to grow, this committee will serve as a resource and focus group for staff. Although not required, joint membership in AASA is also encouraged. Within the AASA governance structure, Illinois is being represented by five members on the AASA Governing Board.
