About IASA
IASA is the state’s premier advocacy and professional development organization for public school superintendents and school administrators. The association is led by Dr. Brent Clark and a Board of Directors composed of IASA’s 21 regions and one at-large member. Our staff includes trained professionals and former superintendents who
specialize in practical support and personalized professional development. The association also serves as a united voice for school administrators in the Illinois General Assembly and has a full-time attorney on staff that provides legal services to superintendents for employment-related matters as part of membership dues.

Message From the President
None of our accomplishments would be possible without the exceptional IASA staff who work tirelessly to support administrators across Illinois. I want to extend special recognition to Dr. Brent Clark, our Executive Director, for his outstanding leadership and support throughout the year, and to Dr. Roger Alvey, IASA Past President, for his invaluable guidance and mentorship as I stepped into this role. I also want to thank Cherry Middleton, our Director of Operations and Facilities, whose dedication behind the scenes ensures that our organization runs seamlessly. Together, they exemplify the commitment of our entire IASA team, who provide unmatched support through legal assistance, professional development, legislative advocacy, and countless other services that strengthen our leadership capabilities. As superintendents, we entered this profession to make a difference—to shape not only the lives of students but also the futures of our communities. The challenges we face are real, but so is our capacity to overcome them. Through IASA, we have the tools, support, and collective strength needed to continue advancing public education in Illinois. Thank you for the honor of serving as your President. Together, we will continue building on the foundation of excellence that defines Illinois public education, always keeping our students at the center of everything we do. I wish my successor, Dr. Scott Doerr all the best as he assumes the presidency in July. Our association is in good hands and I look forward to support Dr. Doerr throughout his term.
As I reflect on my year serving as President of the Illinois Association of School Administrators, I am grateful for the opportunity to lead an organization dedicated to advancing public education
in Illinois. This experience has allowed me to connect with superintendents across the state and build meaningful relationships that strengthen our collective work in education. The superintendency continues to present us with complex challenges—from addressing learning recovery and mental health needs to navigating budget constraints and workforce shortages. Yet, through each obstacle, our North Star remains unchanged: doing what is best for students. This guiding principle has shaped every decision and initiative we have pursued as an association this year. One of our most significant accomplishments has been our continued advocacy for Illinois Vision 2030, a comprehensive blueprint designed to transform public education across our state. This legislative initiative represents our collective commitment to creating a system that better serves diverse learners, attracts talented professionals to education, redefines student success, and ensures sustainable funding for our schools. The progress we have made on Vision 2030 demonstrates the power of unified advocacy and our shared dedication to systemic improvement. The highlight of my year was undoubtedly our Annual Conference, where I had the privilege of connecting with superintendents, administrators, and education leaders from across Illinois. Meeting new colleagues and reconnecting with longtime friends reinforced the strength of our educational community and reminded me why I am so passionate about public education—the dedication, innovation, and unwavering commitment to students that defines our profession.

Executive Director’s Year in Review
Emily Warnecke stepped up when Madeline McCune left IASA to take the role of Director of Research and Appropriations in the Illinois House of Representatives. Emily advocated strongly and successfully for IASA members during the spring legislative session. We also welcomed graphic designer Brandon Turley to strengthen our communications efforts. Professional Learning Dr. Dawn Bridges, our Associate Director of Professional Learning, is finishing her first year with IASA and has made significant strides in expanding our professional learning opportunities for members. She led the launch of Super Region Workshops focused on embracing artificial intelligence to help prepare students for the future while equipping administrators with skills to streamline operations for themselves and their staff. IASA is introducing a new pathways concept to professional learning that will guide aspiring, early career and veteran superintendents throughout their journey, emphasizing continuous improvement with certification badges. We also launched new administrator academies on communications, AI and building ecosystems of support within school districts. Additionally, IASA continued its monthly webinar series on key topics including school safety, literacy and numeracy, providing valuable resources and connecting members with industry leaders. Sponsored Programs In addition to strengthening our internal capacity, IASA partnered with Schooldata.net to provide an alternative platform for school analytics and district dashboards. IASA also continued its efforts to provide another layer of safety through the Safe School ID program, a school vendor security system. Recognition IASA is honored to represent and support the extremely talented and dedicated members who lead Illinois schools every day. This excellence was highlighted when Dr. Sharon Kherat of Peoria SD #150 was named a finalist for National Superintendent of the Year after winning the 2025 Illinois Superintendent of the Year award. Thank you for your continued membership in IASA and your unwavering commitment to Illinois students. The energy and dedication you bring to this profession drive our work forward, and I’m excited to see what we’ll accomplish together in the year ahead.
As another fiscal year comes to a close, I find myself reflecting on the steady progress we’ve made together in supporting Illinois schools. From the growing support for Vision 2030 across our state to the artificial intelligence workshops we’ve launched through our Super Regions, IASA has continued to evolve our services to meet the changing needs of school administrators.
This year has been marked by meaningful developments in advocacy, professional learning, and organizational growth. Our members have shown their commitment to systemic change, our staff has expanded to better serve districts across the state, and Illinois has once again earned national recognition for educational leadership. Here’s a closer look at the key developments from the past year. Illinois Vision 2030 The strength of collective action is clearly demonstrated in the overwhelming support for Vision 2030. Hundreds of Illinois school districts have adopted resolutions in support of this initiative, demonstrating the unified commitment of educators across our state to follow a blueprint for transformative change. This groundswell of support has already yielded early wins with the Illinois General Assembly around the key tenets of future-focused learning, shared accountability and predictable funding. The collective power of our organizational partners— IASB, IPA, IASBO, SCSDD, IARSS, AIRSS and IAASE—coming together is what makes Vision 2030 resonate with the Illinois General Assembly. We are especially grateful to The ECRA Group for their invaluable partnership in facilitating the comprehensive visioning process and creating the IllinoisVision2030.com website that serves as the foundation for our advocacy efforts. As we continue this important work, it remains critical for school administrators to stay unified and be strong advocates for the initiatives that will shape the future of Illinois education. We are still at the beginning of this journey, and sustained advocacy will be essential to fulfilling the promise of public education. Staff Changes and Enhanced Services Two Field Services Directors joined our team full-time on July 1: Dr. Brian Harris and Dr. Sheila Harrison-Williams, who have been instrumental in mentoring new and early career superintendents in the northeastern part of the state. IASA also continued targeted support to school districts through our Directors of Academic Empowerment, with Dr. Mable Alfred maintaining her role supporting districts and Dr. Denean Adams joining to help schools serving high percentages of underrepresented students in urban settings.

IASA Membership Benefits
By the Numbers IASA currently serves 97 percent of superintendents in Illinois and has seen an influx of assistant superintendents and central office staff wanting to become Active IASA members. Total membership numbers have remained steady. IASA currently serves over 1,700 total members, including over 400 retired members, school service members and full time professors. The IASA welcomed 72 new superintendents for the 2024-25 school year. While two of these individuals transferred from another state, 70 rose through the ranks of the Illinois public school system. In FY 25, there were 57 superintendent retirements and 11 transfers. Overview of Services IASA is the state’s premier advocacy organization for school administrators. Our mission statement is to support school leaders in the pursuit of educational excellence through continued school improvement. IASA specific membership benefits include legal support, networking opportunities, mentoring services, professional development, communications assistance, legislative advocacy and resources. However, we also are proud to offer personal services for each member. These services, though well known by the members, are not reported in any specific detail in order to protect the confidentiality of those members who access these services. For example, the executive director and administrative team are just a phone call away to assist members who need guidance in matters ranging from issues of school administration and communications issues to matters concerning individual employment contracts. Professional Development IASA is deeply committed to strengthening the work of superintendents and preparing future leaders. Under the direction of Associate Director of Professional Development Dr. Bridges, we offer personalized and on demand professional development to individual school districts or IASA regions. Contaact Dr. Bridges to see how IASA can meet your professional development needs. In addition, IASA offers a full slate of administrator academies and workshops. Each session is led by an experienced and knowledgeable practitioner. We also
offer evaluator academies to fulfill state requirements and academies focused on strengthening leadership skills. Other academy topics include collective bargaining, health life safety compliance and school safety. During FY 2025, IASA produced 188 academies, workshops, conferences, webinars and other presentations, serving more than 3,743 educators. Field Services Directors IASA Field Services Directors Ralph Grimm, Diane Robertson, Dr. Gary Kelly, Dr. Vic Zimmerman, Dr. Sheila-Harrison Williams and Dr. Brian Harris provide a wide array of services, ranging from mentoring new superintendents to providing group and one-on-one assistance to superintendents. The IASA Field Services Directors also assist superintendents with resources, training and relevant member services. IASA Mentoring Program During 2024–25 school year, IASA provided mentors to over 70 new superintendents and more than 185 second- and third year superintendents. We are pleased to provide first year superintendents with this service at no cost. New Superintendents Conference The IASA New Superintendents’ Conference was attended by 63 superintendents in July of 2024. The event is complimentary and is a perfect opportunity to connect with other first-year superintendents, gather vital information and build a support network for your first year on the job. Professional Development Cohorts IASA’s cohort model offers the best opportunity to network, build close relationships with peers, hear from high level education speakers and grow both personally and professionally. In FY 2025, we continued the IASA School for Advanced Leadership (ISAL), Level Up Leadership, Elevate Women in Leadership and Reimagining Rural Leadership. In addition, IASA launched a new cohort for aspiring leaders, Foundations in Leadership and Vision.

• ISAL: Originally launched in 2010, IASA’s School for Advanced Leadership is unlike any professional development experience available to superintendents in Illinois because it integrates personal and professional growth plans with the cultivation of lifelong relationships. At this point in time, seven ISAL classes and a total of 175 ISAL fellows have successfully completed the two-year cohorts. The eighth cohort kicked off its first session in January 2025. ISAL is facilitated by Curt Nettles and Sandye Brown. It will continue through May 2026. • LEVEL UP LEADERSHIP: IASA’s Level UP Leadership program is a cohort experience designed to provide Assistant Superintendents and other Central Office administrators with experiences that build exemplary leadership, knowledge, and skill sets essential for ensuring successful student learning at the local level while providing an opportunity to connect with, and learn from, other leaders with similar positions across the state of Illinois. The second cohort kicked off in December 2024, featuring 19 participants. • ELEVATE: This premier professional development opportunity was designed by female superintendents for their peers. The first cohort launched in February 2023 with eight sessions and 24 participants. Due to strong interest in continuing the experience, Elevate has evolved into a professional learning community where existing members can remain engaged while new superintendents join. • REIMAGINING RURAL LEADERSHIP: This cohort helps rural educators learn future-focused practices, connect with peers statewide, and tour innovative schools. The program features two in-person and six virtual sessions for easier participation. 68 educators have graduated from two completed cohorts. • FOUNDATION IN LEADERSHIP AND VISION: This foundational course supports building-level and central office administrators charting their path to district leadership. The hybrid program introduces core competencies and mindsets essential for
7 Whenever issues of interest or importance happen at the State Capitol, the IASA will provide members with an analysis regarding what legislative proposals mean, potential impacts and what counter-proposals might emerge. The Capitol Watch reports are timely, delivered electronically and only available to IASA members. In addition, IASA unveiled an online Bill Tracker/Analysis tool in 2022 that is exclusive to IASA membership. aspiring superintendents, focusing on vision building, equity-centered decision-making, and personal resilience through the School Leader Paradigm framework. Using continuous inquiry cycles, the course guides emerging leaders on their journey toward the superintendency. Aspiring Superintendent Academy This four-day intensive hones administrators’ leadership knowledge and skills while providing insight into the modern superintendency. Since launching in July 2016, 313 educators have graduated from this academy, with 37 more enrolled for 2025. Over 100 participants have been hired as superintendents within five years of completing the program. Legal Support and Services The IASA Legal Support Program works in concert with and independently from the AASA legal assistance program. At no additional cost, IASA member superintendents can contact IASA’s in-house general counsel, Chad Watkins, for legal consultation regarding contracts and assistance in job-related legal actions or proceedings. There are also instances where IASA members can obtain private counsel through a formula-driven financial reimbursement of private attorney fees. To help members navigate complex legal issues, IASA hosts virtual legal workshops led by experienced school attorneys. In FY 2025, IASA hosted 24 legal workshops. Legislative Advocacy As a statewide association, IASA is a united voice for superintendents in the Illinois General Assembly. We work tirelessly to advocate for legislation that will improve education in our state and benefit our members. IASA employs a Chief of Staff, Emily Warnecke, to advocate full time on behalf of members.

Communications Members have direct access to Jason Nevel, Director of Communications, for consultation and assistance in developing talking points, media statements or messages to parents. IASA members can also access a library of template letters on the IASA website that make it easy to quickly turnaround messages to families. Networking Opportunities The superintendency does not have to be a lonely job. IASA region meetings offer regular opportunities to communicate with peers about timely issues common to educational leaders. Also throughout the year, IASA hosts various networking opportunities for female school administrators to support, share success stories and celebrate Women in Leadership. IASA Annual Conference The IASA Annual Conference offers members the opportunity to hear from nationally known speakers as well as participate in breakout sessions and other professional development opportunities. The 2025 Annual Conference is scheduled for September 24–26, 2025. This year’s conference will be held at The President Abraham Lincoln Springfield—a Double Tree by Hilton hotel and the BOS Center. Publications and Resources IASA produces various publications and resources that help keep you informed: • LEADERSHIP MATTERS : Our award-winning monthly magazine includes messages from IASA Executive

information for school administrators across the state as well as a list of School Service Members, retired members and professors. Return of Dues Program IASA continues to provide the Return of Dues Program to its members. This program is a self-funded insurance program that reimburses the estate of a deceased member, the regular and/or retired dues paid to the Association for the most recent 10 consecutive years. The Return of Dues Program lapses in the 11th year of retirement. Both programs (legal support and return of dues) operate within the financial parameters set many years ago, that of being funded from interest earned by the fund accounts. Illinois Energy Consortium Powered by Future Green
The Illinois Energy Consortium (IEC Powered by Future Green) was formed in 1997 as an Illinois not-for-profit corporation and started serving schools as a statewide energy purchasing consortium in 1999. IEC is a joint program co-sponsored by Illinois ASBO, IASA and IASB. The Future Green Energy Consortium was created in 2017 by Illinois ASBO, IASA and IASB as a way to provide members with renewable electric power solutions at no out-of pocket cost. FGEC is dedicated to creating a stable energy environment by increasing the utilization of renewables in every Illinois district. Illinois school districts and community colleges have utilized these savings to bring more money into meeting their educational goals. The IEC Powered by Future Green offers Electric, Gas, Solar and Bus2Grid options. School districts that are interested in harnessing the power of an energy consortium are encouraged to contact Haj Young, Chief Executive Officer of the Illinois Energy Consortium Powered by Future Green, at haj@future-green.org or 815-200-8721. ISDLAF+ The Illinois School District Liquid Asset Fund Plus (“The Fund”) offers a variety of opportunities to school districts for the investment and management of funds, which includes school districts and community colleges in Illinois. Since its inception, ISDLAF+ is the only investment program sponsored by three separate benchmark associations: IASA, Illinois ASBO, and IASB. Each recognizes the fund as being powerfully and uniquely suited to the needs of Illinois school districts—providing the ideal mix of safety, liquidity, and yield. P-Card The P-Card (Procurement Card) Program continues to grow each year. A popular benefit of the IASA, IASB, Illinois ASBO, and IPA sponsored program is the rebate that is given to each participating school district. Rebate amounts are based on the total volume each school spends. In addition, the P-Card streamlines the purchasing process, reduces the purchase order paperwork, increases budget and internal controls, provides better reporting, and
reduces the cost of making monthly payments to vendors. While it looks like a credit card, the P-Card does not have a revolving monthly credit. The balance is paid in full every month.
Workers’ Compensation Self-Insurance Trust, Illinois School District Agency
9 Safe School ID Ensuring student safety is multi-faceted, but one way to provide another layer of security, and manage risk, is to vet more of the people that enter school buildings and campuses. Safe School ID, a jointly sponsored program by IASA and IARSS that provides the tools and the power to fully vet and manage every vendor employee who enters a school—at no additional cost to the district. As the current insurance marketplace continues to contract and there are fewer options for Illinois Public Schools, the Workers’ Compensation Self-Insurance Trust (WCSIT) and Illinois School District Agency (ISDA) are ready to provide quality programs and services for their members, just as they have done for a combined 60-plus years. WCSIT and ISDA (collectively WCSIT*ISDA) continuously strive to make coverage choices easier and more cost effective for Illinois schools by offering extensive options. Additionally, WCSIT*ISDA has a dedicated staff with years of experience serving schools and providing loss control services to help reduce potential risks and claims. IASA Compliance Plus IASA launched Compliance Plus in 2023 to help districts save time and navigate ISBE and ROE compliance more efficiently. Based on overwhelmingly positive feedback from participants, IASA Compliance Plus has become a trusted sponsored program. The program is facilitated by Cheryl Graff, former Regional Superintendent, and Robert Wolfe, former Chief Financial Officer at ISBE. Cheryl and Robert provide on-demand and customized support to your questions on a wide range of matters dealing with school finance and compliance.

SchoolGuard SchoolGuard®, developed by Guard911, is a smartphone app that provides a panic button for teachers and staff on their phone by immediately alerting nearby law enforcement through the Hero911® rapid-response network, while simultaneously calling 911 with the touch of a single button. Guard911 is a sponsored program. There is a onetime only setup/activation fee with a monthly service fee thereafter which includes unlimited, approved users. The app is designed to protect K–12 schools against senseless acts of violence by shortening the police notification and subsequent response time.

Job Bank sm The Illinois Education Job Bank sm continues to expand in use by both employers and job seekers and is the leading Internet educational job posting service in Illinois. School districts and educational institutions across Illinois utilize the Job Bank to attract quality candidates. Senate Bill 7 Performance Ranking Tool IASA’s Senate Bill 7 Performance Rankings Tool gives schools a method of managing district positions aligned to local qualifications, teacher’s credentials and performance ratings. The program compiles this local data and creates reports needed to comply with Senate Bill 7 and related laws since the passage of SB7. ComPsych IASA has contracted with a private provider, ComPsych, to provide five counseling sessions to IASA Active Members, their family members and/or household members at no charge as part of your membership benefits. Guidance Resources benefits via ComPsych will give you and your dependents confidential support, resources and information for personal and work-life issues. Information can be emailed upon request.

• All students must be educated to their fullest potential. • The public school system must provide all students with the opportunity to develop skills and the desire to be lifelong learners. • The continuation of American democracy is predicated on an educated and participatory citizenry. • A quality education is essential for enlightened citizenship, purposeful employment, and meaningful life experiences. • Public school system graduates must be able to compete successfully in a global economy. • Public education must ensure and actively promote an appreciation for the cultural differences that exist across our state and nation. • Schools must be safe environments. • All citizens must share in the responsibility to support a technologically advanced public school system. • The State has the primary responsibility for ensuring adequate & equitable financing of the public school system. • The appropriation of public funds for education should be limited to the public school system. • School administrators must always strive for an efficient system of quality educational programs and services. • All educators must work cooperatively to coordinate the talents of all involved in the process of teaching and learning. • Administrators must provide leadership and information to boards of education and other policy makers at the local/state and national levels. • Administrators must involve the whole community in the education of its children.
• The school district superintendent is the educational leader of the school district and the community it serves. • The school district superintendent must promote fairness of opportunities for all student population groups. • The school district superintendent must assist parents in meeting their responsibilities as active participants in the educational process. • The school district superintendent must be an advocate for the employment and maintenance of a quality teaching and support staff. • A successful public school system begins with a strong working relationship between the board of education and the superintendent. 13

Governing Board and Committees IASA accomplishments are always tied to the commitment of the IASA Governing Board members working as both individuals and leaders of the various IASA Committees. The Governing Board is the primary decision-making body of IASA, consisting of members of the 21 regions and one at-large representative. IASA has three Super Regions: Northcentral,
The IASA-ISBE Advisory Committee meets regularly with the State Superintendent of Education and members of the ISBE staff to discuss and review matters of educational policy and programs. The Professional Development Committee works hands-on with IASA’s Associate Director of Professional Development to design and develop programs and activities. IASA offers personalized and on-demand professional development for superintendents, administrators, principals, and teachers. The IASA School of Professional Development offers courses throughout the school year, including early bird sessions at the IASA Annual Conference and special sessions at the Joint Annual Conference. Activities for new superintendents remain well-attended, and IASA continues collaborating with IASB, Illinois ASBO, and IPA to meet members’ professional development needs. A guiding principle is designing academies in direct response to superintendents’ needs, focusing on practical material rather than theoretical concepts. In 2007, the Professional Development Committee recommended establishing the “Dr. Walter H. Warfield and Dr. Jacob S. Broncato AAC Scholarship,” allowing each region to award one scholarship annually. Recipients can attend one IASA Administrators’ Academy Credit course at no cost, helping them meet certificate renewal requirements. The Membership and Communications Committee focus is on communications and public relations and the recruitment and retention of members in all of the IASA membership categories. Special emphasis remains on all active, school service and new superintendents. As the IASA communications outreach program continues to grow, this committee will serve as a resource and focus group for staff. Although not required, joint membership in AASA is also encouraged. Within the AASA governance structure, Illinois is being represented by six members on the AASA Governing Board.
Northeastern, and Southern. Each consists of seven IASA Regions from which the IASA Governing Board rotationally elects the IASA President. A map indicating the boundaries of the 21 IASA Regions and three Super Regions is included on page 26 of this report. Dr. Anthony Scarsella of Palos CCSD #118 [Northeastern Super Region] served as President for the 2024–25 year, with Dr. Scott Doerr of Nokomis CUSD #22 [Southern Super Region] becoming President on July 1, 2025. Dr. Jay Morrow of United Twp HSD #30 [Northcentral Super Region] was voted President-Elect and will become President on July 1, 2026. In the event that a Super Region has no candidate for the position of president-elect in any given year, the rotation would then pass to the next Super Region in the rotation. The Super Region that declined to put forth a candidate would be eligible for the election of a president-elect during its next turn in the rotation. For the purpose of running for and holding presidential offices of the IASA, a member’s Super Region will be determined at the time of the election. Should a member move from the Super Region during the time of serving as the IASA President Elect, President, or Immediate Past-President, it will have no impact on office eligibility. The Governmental Relations and Advocacy Committee (GRAC) continues to function as the legislative workhorse of the Association. Before being brought before the Governing Board for adoption, the GRAC reviews and develops the resolutions and position statements. On the federal legislative front, IASA coordinates with the AASA Legislative Corps.
